Under the conditions of rising globalization and the development of market relations All-Russia “ElectroUnion” supports:
- The actions of the State, political parties and public organizations aiming at fulfillment of Article 7 of the Russian Constitution, which declares the Russia being a social State;
- The steps directed to public consolidation and political stability in society;
- The efforts seeking to double GNP and twofold diminish the poverty by 2010;
- Consolidation of trade unions movement in Russia based on principles of solidarity and concord in actions in fighting for the interests of workers.
1.In the field of representation and safeguarding social and labour rights and interests of trade union members
1.1. support and develop the system of regulation of social and labour relations and workers representatives’ participation in management of organizations base on the principles of social partnership with unconditional fulfillment by employers norms, rules and provisions of General, industrial (regional) agreements and collective agreements.
1.2. to participate during elaboration, concluding and control the fulfillment of General Agreement between the Government Employers and Trade Unions.
2. In the field of economic activity, wage policy and social guaranties
2.1 Together with fraternal industrial trade unions to seek after:
- the Federal bodies of executive power and representative organs to take steps aiming at providing the priority for national produces;
- from Federal Duma of Russian Federation to adopt legislative acts providing tax privileges to enterprises which actively and with social responsibility conduct modernization and restructuring of production, creation new work places and better working conditions.
2.2. To seek after elaboration and put into action work wages system in order to rise the wages for the major quantity of hired workers.
2.3. not to allow the diminish of social privileges and guaranties without adequate rise in wages.
2.4. in collective agreements stipulates a number of measures aiming at creating better working conditions and life of women according to provisions of State legislative acts.
3. In the fields of labour safety and health protection
3.1. widely develop and strengthen trade union technical inspection, broadening its interrelation with bodies of State control on Federal and Regional levels.
3.2. to set up in all organizations where work our members together with administration committees (commissions) on labour safety and take an active part in their activities.
3.3.to facilitate to the full realization of Federal laws “The basis of labour safety in Russian Federation, “On the basis of obligatory social insurance”.
4. In the field of legal protection
4.1.to set up and strengthen in all territorial trade union bodies the legal inspection to staff it by qualified specialists in the questions of labour laws;
4.2. to strengthen the partner ties with State labour inspection, the bodies of supervision of the public prosecutor and other organs of legislation;
4.3. to continue with Federation of Independent Trade Unions of Russia the join work to provide expertise of bills having social issues and submit proposals in present legislation.
5. In the field of youth policy
5.1. to create on all levels of trade union structures the youth councils ( or commissions on youth policy) and regularly monitor their activities.
5.2. to educate and train young trade union activists, to promote them in reserve or elect them in collegial organs.
5.3. to work out and put into action the measures for moral and material stimulation of professional skills of young trade union activists.
